My experience is yes...at least it was prior to 3.0. I have not traded for a long time, but I remember one time when I bought an average amount of resources from someone. Something like 10 or 15 thousand and they were only around an hour away from me but it took somewhere around 12 hours to get the goods. I messaged the player and he told me his port was at a level 1 for protection purposes.
I would have NEVER bought from him had I known that before hand!! lol

Yes, I have traded with players only 1 space away from me, and it took HOURS to load up only a few thousand resources. If they have a low port, it can take FOREVER to load goods you purchase from them. Sucks.

Ah, well. I was thinking of using my trading post to speed up shipping time from my proxy, but there's no way around it.

Hahaha! I've just remembered reading on ikariam.com boards about one Player who got so pissed because of time (I think it was more than 36 hrs) that he had to wait until his ships would load tons of resources... so funny I can't remember exactly how much resources he was buying but he got so mad that after the trade was made he pillaged multiple times that dude with low port level

Haha, that's hilarious!
Fortunately in 0.3.0 there's no reason to have a low port level, anymore. Thank goodness they got rid of that.

Actually a HIGH level port is defensive now, not the other way around. If you see an incoming army, a high-level port gives you the ability to load a bunch of goods for transport in a hurry.
